You're correct - "czar" is not an official title in this administration nor was it in any other. It's just media shorthand for the sometimes cumbersome titles often given to administration officials. Van Jones was a "special advisor on 'green' jobs at the White House council on environmental quality". I agree that "czar" is an odd word to use, but there's no mistaking that it's shorter to say, when you've got to report in 30- and 60-second soundbites....
Actually it was the White House that started using the term Czar and then when the public had issues with it backed off and used other titles.
Yes, other presidents have had "special advisors" or "czars". I believe President Bush had 13 though I don't think it was all at one time, whereas President Obama has 31(well now 30 I think since Van Jones resigned/was fired).
They do have power and are outside of the checks and balances, that is why so many are concerned right now because what they are learning about the special advisors is troubling to many. It was revealed that Van Jones did not fill out the background questionaire or whatever you want to call it that all other White House employees have to and did not have to go through confirmation hearings.
Much of what came out about Van Jones would have been found out about in a confirmation hearing and such.
