One of my favorite movies is titled "Lucky Number Slevin." I find it intriquing because most of the dialoque consists of
questions that are answered by questions. Here's an example from the movie:
The Boss: How do you know I have the wrong guy?
Slevin: I don't know?
The Boss: Maybe I want to give you $96,000.00. In that case, do I still have the wrong guy?
Slevin: Do you want to give me $96,000.00?
The Boss: No. Do you want to give me $96,000.00?
Slevin: No. Should I?
The Boss: I don't know. Should you?
Slevin: I don't know. Should I?

So the rule is simply to answer a question with a question. That means a question mark should be at the end of the sries of words you wrote and your words should be phrased using question form.

I'll start.

Do you have any questions?

Did you know we already have a thread that's been going since November to only answer a question with a question? Shall I bump it for you?

How could I be so foolish!?

What is the world coming to?

Why did I not think to look for a similar thread started way back in November and perhaps another started four years earlier before I started this one?

Can you ever forget my blunder?

Must we prolong our debate over eggheads?

Must we view mistakes as negatives?

Isn't it true that we can learn from mistakes?

Furthernore, don't two negatives make a positive?

Do some of EH's American clients appreciate what I've done?

Haven't I inadvertantly given them a choice?

Isn't that something Americans are gradually loosing?
