Depends on what kind of graphics you want to do. The Adobe Suite is the industry standard with most design firms requiring skills in both Illustrator and Photoshop (and even InDesign)... Go sweet-talk a college student and have them get you a copy from their bookstore (wait, aren't you a teacher or something? Academic discount is really good there too), its legal for all use and costs FAR less than retail. I want to say I spent $700 on their Ultimate package that has every software package they sell, and I remember their Design Suite was $308 (at the academic rate).

Trikster is right about standard programs being Adobe. You could go with Corell draw if you want a simpler option than Illustrator but it's not standard.

If you look at the Adobe site, you will see that the Ultimate package comes with something like 13 programs. I want to say that the academic cost for Photoshop is $99...but to better maximize your dollar, go with the Design Suite. Comes with all the main design programs and if you get the Premium version, it has web applications as well. I was the only one in my Masters cohort that went beyond the Design Premium package, but that is because I do video work in addition to my multimedia/web/graphic design.

I guess it really boils down to what do you need? What are you wanting to do? If it is something just for fun, then get PS and maybe Illustrator (if you ever get into doing work intended for print, you will need the vector based nature of Illustrator), but for the cost, a little more $$ will get you a lot more product. Maybe if you said more of what you want to do, we can help point you a little better? Perhaps I should have started probing for what you needed a little better first, its a failing of mine...sorry about that.
