I was just looking through my "closed matches" section and noticed that two of them stated "re-open" instead of the usual "match is closed". Does this mean that the match requested for me to re-open? Also is there a way to permanently delete out the closed matches instead of keeping them all in the closed match section?

Most likely it says Re-open because the match sent you a final message saying good luck in your search. Press on the Re-open and it will tell you if this is the case.

And no, there is no way to delete out the closed matches. Supposedly that is so eHarmony doesn't match you up with the same (closed) person again.

If you close a match and they send any Final Message that causes the Re-Open button to appear.

Also if you close someone and they don't also close the match then the Re-Open button will appear.

If a match specifically request you to re-open the match then you will receive an e-mail from eHarmony telling you that the match has requested that the match be re-opened. You can then choose to re-open or not.
