It is a scam, I ran the IP. It is from Ebene, Mauritius. How do I report the user?

If you do your research you can track IP addresses to the source (area in a country). If she has a passport already you can research that also with a passport number. Some of the U.S. goverment departments have good guidelines(State Dept, & Immigration Dept). If she is traveling, she is bound to have a passport already. One of the Russian websites you could also verify a passport number belonging to a person. In 2005, I went down this road..... There a few websites that track these type of scammers. You would be surprised the word for word of these confirmed scammers. I do wish you luck though.
