Weed isn't smoked in a hookah. Weed is smoked in a bong. A hookah is for the social smoking of sweetened tobacco, often after a meal. It comes from middle eastern culture, but in recent years every hip neighborhood, college town, and even suburb in the U.S. seems to have a "hookah bar" or "hookah lounge".

I wouldn't consider an occasional trip to the hookah lounge to be anything like being a cigarette smoker, and there's not a category for it on eH, but it wasn't too smart of him to make that the focus of so many photos.

I've never seen anyone smoke anything but various illegal substances from a BONG (of the type you're thinking of), but I've also never seen anyone smoke anything other than perfectly legal substances from a HOOKAH.

A hookah would actually be a pretty inefficient way to smoke pot, I would think. There's probably a reason bongs are usually glass or hard plastic and fairly short. I'm no physicist (or pot head), but I would think the long flexible hose-like tubes on a hookah would cause you to lose a lot of expensive smoke.

Funny story: When I was in undergrad in the early-to-mid 90's, I had some international student friends from Palestine and Turkey, and would sometimes smoke hookah with them. This was before hookah bars were everywhere, at least in the Midwest where we were. One night we were smoking it on the porch of one of their houses in a typical college student neighborhood. One older-than-us burned-out-townie-looking guy (of the type that college towns often attract) was walking past on the sidewalk and asked for a hit. We obliged, thinking nothing of it. He ended up being quite disappointed that it wasn't something else in the pipe. That was the first I was ever aware that anyone thought hookas were marijuana pipes. Apparently some still do.

Ever been to London? Hookah lounges on every corner with business men enjoying them on lunch breaks. I would be more concerned with pictures of obvious intoxication/drink in hand.
