To the OP, if you are not dating this girl anymore and are seeing other girls, you have no exclusive right to say who she can and cannot see. That's totally up to her. The same goes for your friend, if he wants to date her, he has every right to.

Personally I dated a guy who my friend dated on and off for two years. In fact, I ended up marrying him. It was awkward at first and there were even rumours from other mutual friends that i had actually stolen him from her but I didn't worry about that because they were just gossip and I made sure that he was totally finished with his relationship with her before I agreed to a date. He had the right to go out with whomever he wished as did I. So did his ex-girlfriend (my friend). In fact, she ended up meeting and marrying someone else shortly after I started dating her ex-boyfriend. They got married a whole year before we did. Go figure!
