thinks things are bewildering and weird!

I and considering to start going to some happy hour events in the local area. Can someone give me some tips on how to start conversations with the women there? Then, how do you follow up if you think there is some interest there? Also, how do you know if she is interested in you too or just talking to you to kill time?

Just doo it!

If she drinking a fruity drink tell it looks delicious whats in it?

If shes drinking wine ask her what kind it is.

If shes drinking a domestic beer ask her if she likes that better than beer :-p

the inverse discussion being, that if she bludgeons you:
she probably is not
she is, but is also still working on her people and communication skills

This is Jersey. You kiss someone who doesn't want to be kissed, you get smacked.... At the least. Knee-balled is a possibility too. Next suggestion...

Just smile, and ask her name.

If she answers, and then askes for yours, the hard part is finding a topic in common (it's so easy in school, cause being in school was a given as a topic.) If she's got anything that could form a basis for a conversation, or if there's a game on the TV, might as well use that.

I bring encouraging news: it's MUCH easier than you can imagine. A simple, "Hello! My name is Robert (your name, of course). May I join you for a drink?" Give her time to notice you and to hear what you've said. Look at her expression. What do you read in her face? (Chances are, she'll light up like a Christmans tree: you're a handsome fellow.) Tadaaa! Simple, yes?

PS Keep in mind that some women are shy, so give her a little time to warm up. Maybe jump-start the conversation with something light, such as why you like the place. "I enjoy coming here because I can count on a frosty beer mug and ice-cold beer. And yourself? How did you discover this place?"

If you notice the two of you engaging in conversation and she's paying attention to you in the way you find encouraging, all is well.

You get the idea.

It's MUCH easier than you can imagine!
