When Do you define that just dating or seeing someone becomes a relationship?

You mean committed, as in your poll, right?

Almost anything's a "relationship". "Committed" means you have to have talked about making a commitment: it's a shared agreement.

When you agree to become exclusive.

Is this a trick question?

I voted for "the talk, but it's actually one step beyond ... when both parties actually agree to whatever was discussed. Kind of like "I do", for those who have been there. ** raises hand **

Sorry...peeking in just for a quick comment on one of the choices in the poll...

"Kissing (no lip or tongue action)"

I know I'm way out of practice here, but exactly how does one kiss without using their lips? Even if you kiss on a cheek, hand, etc. it still involves somebody's lips to be considered a "kiss."

Am I missing something? Has a new way to kiss come out and nobody told me?

No, just a superficial way of reframing the problem to avoid acknowledging A' -> B' is as much of an assumption as A -> B, where A is an explicit discussion of exclusivity and B is the implied exclusivity status of the relationship.

Given another thread on here, I think a new option needs to be added: "When their FB status changes" .

Who needs open communication when there is FB anyway?
