Don't forget they are accessing a credit line from the government to pay back the loans. After that it gets real confusing.

Better than paying UC and welfare.

In any case, heavy industrial capacity has always been treated as a national security asset.

If government wants the right to convert auto plants for production of war material (which it does), then it ought to be maintaining some degree of capacity.
