From a woman's perspective and former waitress. First, waitress are nice to everyone, it means nothing. Secondly, flowers from a stranger (which is really who you are to her) is not usually appropriate or welcome. Speaking to her in person and asking her for her number would have been a better move. See you essentially lacked the nerve to ask her in person so you sent flowers and put the phone call on her. Not a good move. If you are older than her it would have seemed especially creepy to her. Trust me.
